Affordable Housing and Development

This session will explore affordable housing and development through the lens of policy, financing, and project execution. Drawing on his leadership at MSHDA, Chad Benson will share insight into housing development priorities, multifamily underwriting, statewide investment strategy, and the programs shaping new housing opportunities.

Chad Benson serves as Director of Development for the Michigan State Housing Development Authority (MSHDA), where he has played a key role in the creation and preservation of affordable housing across Michigan. He leads MSHDA’s Rental Development division, overseeing affordable housing investments throughout the state and managing the underwriting and selection of complex multifamily developments.

Before stepping into his current leadership role, Chad began at MSHDA as a Financial Analyst in the Low-Income Housing Tax Credit (LIHTC) Program, where he identified investment opportunities and contributed to MSHDA’s broader financial strategy. He later managed the LIHTC program and was responsible for drafting the Qualified Allocation Plan (QAP), giving him deep experience at the intersection of housing finance, policy, and development. Chad is a graduate of Hope College, where he earned a bachelor’s degree in economics and business management.
